Investigator Billy Wayne Philfer was hired by the Jackson Police Department in 1968.  He graduated from the Tennessee Law Enforcement Training Academy and was assigned to the Patrol Division.
Investigator Billy Wayne Philfer was promoted to a Sergeant in the Patrol Division in 1973.  He was later transferred to the Booking Department in 1977. Due to an injury he sustained in the line of duty Investigator Philfer retired in 1981 but was later reinstated to full civil service duty in 1984.  He was transferred to the Criminal Investigation Division (CID) in 1988. 
During his career he has served on several community interests.  He was a training counselor for 128 recruits. He attended a Police Middle Manage Course and FBI Police Instructor School. He received a Lifesaving Medal in 1988. He also received the Kiwanis Officer of the Year in 1979, Officer of the Month 4 times and 32 Letters of Accommodations. Billy Wayne Philfer was a graduate of Southside High School.
