Harvey C. Marcom was appointed a police officer on September 1, 1937.  During World War II, he was promoted to the rank of Sergeant, commanding a shift.  In 1951, hewas promoted to the rank of Lieutenant.  Eight years later, he was promoted to Assistant Chief of Police on May 1, 1959 and to the Chief of Police on July 19, 1963. 

During his tenure as Chief of Police, Chief Marcom served two years as President of the Tennessee Chiefs of Police Association and four years on the committee of the Tennessee Law Enforcement Planning Agency as well as on the Police Committee of that organization.

He has served as President of the Tennessee Law Enforcement Officers Association (TLEOA) for one year.  He also served several  years on the Board of Directors for the 8th District of Tennessee.

He was a charter member of the Fraternal Order of Police, Charles W. Wooten Lodge #'7 and held various offices within that organization.  He was also a charter member of the Jackson Police Association, holding various offices within that group as well.

Chief Marcom was a member of Lambuth Memorial Methodist Church and served on the Advisory Board of the church in the past and was active in a men's Sunday School Class.

He is a past President of the Boys' Club of Jackson and served on the Board of Directors.

Chief Marcom retired from the Jackson Police Department on November 1, 1979.
