Captain Marvin Spencer began his career in the Patrol Division on September 1, 1965. He graduated from the Tennessee Law Enforcement Training Academy on August 25, 1967. On January 1, 1973 he was promoted to Detective (Investigator) and transferred to the Criminal Investigation Division. While serving in this unit, he was promoted to the rank of Sergeant on October 1, 1978 and Lieutenant on October 26, 1988. While serving as Lieutenant, he was assigned as the Housing Project Investigator and Coordinator. Chief Richard Staples promoted him to the rank of Captain in the Support Services Bureau on June 27, 1990, where he served the remainder of his career until his retirement on January 10, 2000. During his tenure, he was awarded Police Officer of the Year in 1971 by the Downtown Jackson Exchange Club.
