Captain Robert Franklin Rice began his career with the Jackson Police Department on May 1, 1961.  During his tenure, he rose through the ranks.  His assignments included a detective in the Juvenile Division before being transferred to the Detective Division, now know as the Criminal Investigation Division.  Captain Rice was promoted to the rank of Sergeant in CID on January 1, 1975 and concluded his career with a promotion to the rank of Captain on January 17, 1986.  He received several letters of commendations from his superiors, as well as members of the community. Captain Rice retired from the Jackson Police Department on January 23, 1987 after 25 years of service.
