David Lee Carter was hired by the Jackson Police Department in 1975.  He graduated from the Tennessee Law Enforcement Training Academy and was assigned to the Patrol Division.

Carter was promoted to Investigator in 1978 of the Juvenile Division.  Then in 1986 he was promoted to Sergeant and transferred to the Communication Division as the Supervisor.  In 1989 when the Jackson Police Department began the transition from a paper based to an electronic based records management system, he was given the task of managing the sweeping change in operation.  In December 1989, he was promoted to the rank of Lieutenant and assigned to the Central Records Division.  Lt. Carter remained the Central Records supervisor throughout the remainder of his career.

During his career Carter served on several Community Boards.  He received numerous certifications such as a TIES/NCIC Instructor, Homicide Investigations, and he also attended and successfully completed Northwestern University Center for Public Safety - School of Police Staff and Command  . Lieutenant David Carter also served in the United States Air Force.  

Lieutenant Carter received several Letters of Appreciations, Letters of Commendation, he was the recipient of the Ken Owen Memorial Award, and he also was Employee of the Month October 1992. He was a graduate of Merry High School.

He later received his Associate of Science Degree from Jackson State Community College and his Bachelor of Science Degree from Union University majoring in Computer Science and minoring in Economic and Finance.

Lieutenant Carter was also an active member of Mount Zion Baptist Church.  Lieutenant David Lee Carter retired from the Jackson Police Department on June 30, 2011 after serving thirty six years and five months on the force.
