Lieutenant Ricky Lee Collins was hired by the Jackson Police Department in 1974. He graduated from the Tennessee Law Enforcement Training Academy and was assigned to the Patrol Division.
Lieutenant Collins transferred to the Juvenile Division in 1977 as an Investigator.  He was promoted to Sergeant in 1981.  He was transferred to Criminal Investigation Division 1987 and then promoted to Lieutenant.  
Lieutenant Collins was selected as a candidate to attend the FBI National Academy in 1989.  He has received training in Dignitary Protection, Law Enforcement Instructor Development, Leadership Quality Management and Emergency Responder Nuclear, Biological and Chemical Responder Operation. 
During his career he has served on several Community Boards.  He was a Worship Master at the St. John’s Masonic Lodge. He attended West Jackson Baptist Church where he was a Sunday School Teacher.  He was on the Board of Directors for Carl Perkins Child Abuse Center and the Boys and Girls Club. He received a Written Commendation and several Letters of Appreciation. In 1997, Lieutenant Collins received an Employee of the Month Award. Lieutenant Ricky Lee Collins was a graduate of Huntingdon High School. 
Lieutenant Ricky Lee Collins retired from the Jackson Police Department February 14, 2004
