Lieutenant Gary Randall Winbush was hired by the Jackson Police Department in 1970.  He graduated from the Tennessee Law Enforcement Training Academy and was assigned to the Patrol Division.
Lieutenant Winbush transferred to the Records and Identification Division in 1975 as an Investigator.  He was later promoted to Sergeant in his current Division, which was later renamed as Central Records in 1978. In 1985 he was promoted to Lieutenant over Central Records and Identification.
During his career has received training in Supervisor Techniques, Public Relations, Middle Management, and the FBI Advance Latent Fingerprinting. He is a graduate of Jackson Madison County School System. Lieutenant Winbush serviced in the United States Air Force where he received a National Defense Service Medal, Small Arm Expert Marksmanship Ribbon, Air Force Good Conduct Medal and Air Force Outstanding Unit Award.  He also graduated from Jackson State Community College receiving an Associate of Science Degree. He received various Letters of Appreciation while at the Police Department.
